IPAA and the CEF had a discussion with Dr Bilal Rafi from the Department of Industry, Innovation and Science.
In policy advising it is necessary to assess the outcomes of government programs and assistance. This can be done holistically or at a granular level. Dr Bilal Rafi discussed some of these themes in the context of a recent Office of the Chief Economist Staff research paper on the performance of South Australian firms participating in Innovation and Investment Funds. Along with the results from the paper, this presentation discussed challenges related to data, methodology and scope. The presentation also highlighted how assessments and evaluations have evolved in recent years as data availability, curation, and program logic, methodological considerations have matured.
