The expression 'Evidence based policy' rolls off the tongue easily, but if it was as easily done as said, we’d have it by now. Progress requires the combination of many things. It needs to:

  • Be integrated into programs:
    • From their inception, rather than being created after the event by outside evaluators.
    • Collaboratively between those with strong domain knowledge of monitoring and evaluation and those delivering services in the field
    • Principally for the use of service deliverers in the field 
  • Be highly collaborative with, but ultimately independent of those with an interest in what the monitoring and evaluation might show – that is those on the line, and all those upstream of them in the bureaucracy and their political masters.
  • Generate monitoring and evaluation outputs that are publicly reported.

In this session, Dr Nicholas Gruen will offer his insights on evidence-based policy, explore the intellectual and organisational requirements of an evidence based culture and elaborate upon the approach to establishing an Evaluator-General which he proposed in his submission to the Review of the Australian Public Service – available here.
